Several ways, Normaly if you have a bad ground you will see things such a your lights may blink on or off or they may be a little dimmer than normal, you are gonna be grounded from the battery to the frame and from the satarter to the frame, best way to chek is follow your neg battery wire until you see where it makes contact with the car frame check for loose wires or corrosion, then get under the car and check for the same at the ground wir from the starter, another way is to buy a test light take the alligator clip and put on the Positive battery terminal then touch the car chassis/engine with the probe if it lights then you have a good ground, a car that causes you to get shocked is not caused by a grounding problem, but usually the type of interior you have that builds up static electricty in you from your back and butt rubbing on the seat while in motion most commonly in plush interior vehicles

First, ignore waggy.
A visual check is first. The main one is a good ground between the frame and engine. As in nice and clean and tight. The battery negative goes to the engine, but most of the lights and stuff are grounded to the frame. So if that one's bad, nothing will work right.
Then it's just finding the ground wire for whatever you suspect. Everything has it's own. If it's bad you'll probably notice that it's loose or corroded.

I you get a shock from static electricity when you get in or out of the car it needs to be grounded.
