San Marino or the Vatican, depending on how you define "country". In my mind San Marino is the smallest country as it has an active government. the vatican on the other hand is an independent plot of land without a real government.

I Think it is Luxemborg in Europe . Vatican City is not a country in true sense . It is a Kind of Independent State ruled by Pope .
