To find out what a decimal is in fractions, you put the number over a multiple of 10 with the number of zeros corresponding to the number of digits in your original number.

For your example, we are trying to convert 0.651 into a fraction. There are THREE digits in 651. So we put it over top of ONE THOUSAND because 1000 has THREE zeros. 3 digits, 3 zeros.

So, 0.651 = 651/1000

(you cannot reduce it because 651 is a prime number).

Also, if you have a repeating number like 0.3333333 you would put the repeating part (in our case 3) over the same number of NINE's.

thus 0.33333 = 3/9 = 1/3

You really need to seek extra homework on the conversion of decimals to fractions and the reverse.
