If we are talking about the UK benefits system (which is the only one I can comment on), they do have to pay for everything out of the benefits they receive. Housing benefit and Council Tax benefit takes care of rent and council tax respectively, up to a reasonable level, but all other bills are the responsibility of the individual.

I believe they pay a proportion of their benefits in rent, council tax and water rates but pay full up for their own gas and electricity, not everyone in coucil accommodation who is on benefits wants to be in that position and there are as many home owners in the same situation who are on benefits.

Depends where you are! in Scotland (And ireland north and south) they don't pay rent if they pay for their electric, gas as you do. They can get winter payments towards heating their homes in teh winter but it comes with so many conditions ... Most of them don't get it. They also pay part of council tax in Britain, i'm pretty sure it's 25%. Whereas in the south of ireland it's only a bin charge and they don't pay because they're on too low income.

I think they pay gas, electricity, a small amount of water rates, a small amount of rent.
All depends on each individuals circumstances.
