To do it "automatically" use Babelfish - but it's not always accurate, especially with "specialised" text (like a site about programming or car engines or something).
Apart from that, the only other option is to get it translated by hand. If you're very lucky you might be able to find someone interested in your site who is willing to translate it for free - otherwise there are translation companies all over the place who will do it for a price.

I will answer the second part of this question because you I think are looking for the Idea for the Icon Button.
It could be an out line of the country with word for the language. eg. Out line of France and word french in side the out line. So on and so far. For Indian state Say Gujarat, it would be out line of Gujarat and Gujarati in the centre.
