Very complicated. "The system" is made up of a lot of people, many of whom have the same problem: nobody listens to them, nobody cares about them or the children they are trying to help, or the system is just impossible to move to help children.
As a lawyer who worked a lot of years trying to help children, I know how frustrating it can be. There are people who will listen, there are people who care, but you have to get their attention. They have a lot of other children they are tring to help and it's not easy going.
So keep telling the truth, keep asking for help, try to think what you can offer as proof that you are telling the truth and not just trying to get attention.

In most states, at age 17, you are (sadly)cycled out of the system with not too many resources. If you are younger than 17, I'm afraid there is not too much you can do but wait. After you turn 17, you can get Social Services (CPS, whatever), to release their case records pertaining to you.
That will get you your answers, but might leave you with more questions on an emotional level. I do not know you, but I care. I have no family of origin ties to speak of. Keep talking...keep telling people what happen...there has to be a way to save that child...find a good child advocate, or a great lawyer...a good cop or a school counselor...a priest?
