I was shopping for my 2 & 4 year old nephews last year, and I ended up strolling around Toys R Us and finding lots of great things. There was a little car that you shake and then it zooms on its own. Stuffed animals are always cool, and train sets, books, etc. I also got them these little hand-launched propellers at the hobby store, and they loved those the best. They were like $1.50 each!

Fisher Price Laugh & Learn toys are great, especially for the 2yr old. Fisher Price also has a digital camera just for toddlers, really cool idea, costs about $70-80 I think.
Books are good and also check out the boardgames that are for toddlers- they have Dora ABC games, memory games, etc

i think because they care of them more and the 2&4 year olds don't want to see other people get beter gifts and the parents don't want to deal with a bigg problem!

Do NOT buy them electronic toys and other mindless diversions.
Age-appropriate story books are great, as are time-proven open-ended creative/building/pretend toys that can be used for years and years

I like the LeapFrog products. They have age appropriate books (that have music and sounds), they also have other toys with the same type of learning experience that makes it fun and they are really interactive.

I alway's give them book's for their age group. And a toy.
Anything that has a million piece's is great. Make sure you write in the book's so they have a keepsake.
