There have been whole libraries worth of books and articles written about that but I would boil it down to a couple of factors:
False Borders
Tribalism
Soviet style socialism of early governments
Corruption
I think the first three have led to the last one.

There was an article in ReasonOnline last March that explores why poor countries remain poor. The short answer is that corruption drains whatever resources might be used to build infrastructure, encourage investment, and generally improve people's lives.
The more involved answer is that anyone who gains power must pay off his supporters or else they will depose him and find someone else who is willing to play ball. Rival factions are constantly looking for signs of weakness, so as many resources must be grabbed as possible in order to make your regime's position as secure as possible Foreign investors will balk at risking their money in a place where they know a goodly portion will be stolen, and where the Rule of Law is absent so they can't sue to get their own property back if the Powers That Be steals all of it.
The URL for the article is below. It is a good starting point if you want to do more research.

Africa is prone to many diseases. When people are dying left and right, how in the world are you supposed to support your family.
Africa's governments are often the culprit as well. The governments aren't supplying enough school, so many people are left un-educated. This cause the people to not be educated enough to take care of them selves, causing poverty.

The people in Africa are not idiots. They are largely ignorant because they lack one single resource, education. Africa serves as a cautionary tale of what can happen if a country decides to ignore education in favor of security or anything else.
