He sounds like a total idiot. He is an insecure little boy, playing games with you to mess with your head.
You should be the stronger person and feel sorry for his messed up head. It sounds like he is trying to keep your interest, by A.) trying to upset you by telling you he will never speak to you again and THEN by B.) Prank calling you to try and make sure that you think about him.

Cutting contact, honey, means that he will not be speaking to you, writing to you, listening to you, or otherwise communicating with you directly in any way whatsoever. He may allow contact only through a third party (such as through your sister) but he will not allow you to speak to him directly or to see him or to talk to him. Sounds like he still loves you and he cannot bear to see you if he wants to ever get over you. If there is no hope between you, leave the poor man alone and respect his request because he sounds desperate to try to heal. If you need to ask him anything, let your sister communicate that to him.

he is being childish and it is his way of dealing i guess. Stay true to yourself. leave him be and if he continues this then you maybe forced to get angry and let him him know.. I think he is just making sure you still think of him instead of getting on with your life..
