when u talk about resolution there are no 3 dimensions..it will be 800 x 600
to change ur resolution to 800 x 600, right click on the deskop, select properties from the menu that comes out..a window with tabe will open..select "Settings" tab...there will be a slider to adgust the resolution..move the pointer till the resolution is changed to 800 x 600, and click "OK" button at the bottom...

you really need to elaborate more for us to help you. my best guess is to say you should change your desktop to a higher resolution, because maybe gta isn't supporting so low a resolution. right click desktop, and go to the right most tab, and change the numbers to something else.
