By mentioning republican and democrat parties, I assume you are talking about the USA. Joe Lieberman is currently running as an Independent for re-election to the Senate, and with an 18 point lead in the polls currently, will most likely be re-elected. With his seniority and committee leaderships, that will make him the highest ranking "non-republican, non-democrat" in the USA.
