Under the Environmental Protection Act 1990 , noise emitted from premises (including land) may be a statutory nuisance and a local authority can take action to stop it happening.
Private individuals are also able to take their own action by complaint to a magistrate's court and if convicted, people are liable for fines up to £5,000 with a daily fine of £500 for as long as it continues.
Some types of noise nuisance are specified in law for example car horns should not be sounded between 11.30pm and 7am in built up areas unless it is an emergency; Ice cream vans are only permitted to use sound between 12pm and 7pm; and car radios may not be played between 9pm and 8am if people in the area are likely to be annoyed.

You need to contact your local dept of the environment, via local council.
They will send an officer there to measure the noise levels and decide if they are too loud. If they are then the council will take legal action on your behalf.
If you are not getting a satisfactory reply then contact your local neighbourhood police and ask them to start a problem solving folder on the issue.

Call your landlord and complain if you have the same one, or call the police most cities have a ordinance against loud noises after a certain hour of the evening. I believe around 10pm in most. The person would get a ticket and warned if they pull up and hear it and determine it to be a nuisance to others. good luck and God bless

keep a log of whats happening, when its happening and how long for. do this for two weeks then go to the police with ur log.if its really bad u can get ur neighbour an ASBO.(anti-social behaviour order). Its also a good idea to get other close by neighbours to do this too.If it gets real bad one night though just call the police and a noise warden will come to your home to measure the sound inside and outside.if its too high they will make ur neighbour turn it off and caution them.

There is a law about that but i can't think of it off hand but you should call you local police station and talk to some one there about it. They normal say after 10 you are suppose to turn the music down.

Sadly there is very little legislation to protect the victim of anti-social behaviour like this. If it is after 11pm at night then you are quite entitled to call the Police out. However if you ever come to sell your residence you may have to disclose this to the buyer. And I don't know how quickly (or regualrly) the Poice will respond.
Have you thoguht about moving?

in most states it is considered as an infraction to play loud music or make loud disturbances after 2300 hours, and is usally handeled via a fine for first two occurances and confiscation of violating equipment untill court date in an enviromental court (it is considered noise polution), it is also known as a breach of the peace and / or in extreme case harrasment, if done maliciously and deliberately , as well as creating a hostile and lack of quiet enjoyment of your residence and or community.

If your in the UK , ring the noise abatement team at your local council , they will monitor it and they can confiscate his music system, irrelevant if he is a council tenant or home owner ! ring them today explain the situation and when they start their shift tonight you will be already on their list as a "possibility" and they will attend within 30 minutes of you ringing them tonight !
