Maybe it's near the prison where they were held. On most state databases, incarcerated offenders are listed as residing in the community that holds the prison. Or maybe it's just the easiest place for them to find jobs and housing. Are you sure that there really are that many compared to other places? I thought there were a lot near my old home but now I see that there are tons almost everywhere.
