Never. You need to take all factors into consideration. In addition to size and location you need to know the condition, the type of fittings (eg marble benchtops vs. lamiate), proximity to transport, schools, shops services etc. Double stories tend to sell for higher prices than the single storey equivilant. Also important is the age

Not in the UK, no.

Many houses can have the same size and location but be totally different.

If you give me the spec of "its a 4 bed house, rural in Shropshire" I would put the variance at £200K to £2M. So the 2 factors you mention wouldn't help at all

If it's your house, just get an estate agent to do a free valuation. Just say you're thinking of selling it.
If it isn't yours and you're not even living there, but are thinking of buying it, you can pay a third party to do the valuation.

Up to a point, but you also have to take into account things like the condition of the property, the neighbours, local amenities etc

It's been a few years since I lived in the UK. But when they send you the Council Tax bill, don't they mention the (assumed) value of your property?

you can calculate it but not completely accurately. You might want to see what other property is going for it your area & town.
