I think it can make your car feel sluggish when you accelerate

The lambda sensor sends a signal back from the exhaust to the engine so as to regulate your mixture. If the sensor isn't working correctly you would have an erratic tick over, loss of power and even stalling problems. funny how such a little thing can cause so much problems. I know, mine went the other week!

Yes your car will run erratic, it will in time ruin your cat.
You can by small chips to bypass the lambda sensor, but you may as well just but a new one or even get a used one from your local scrap yard.

it can cause bad running but why single this out - there are many different sensors and actuators that can cause bad running - get a diagnostic check carried out and that will determine whether its the lambda sensor - on these engines the egr(exhaust gas recirculation) valves can get clogged with carbon and need to be cleaned out - this is just one of many possible causes for bad running

I think you have answered it already - it'll run poorly. It will fail an MOT on emissions as well. I got a mobile tuning company to come and look at mine - they can get the readings from the engine management to see which part has failed.

oh yes - it will use shedloads of fuel as well!

It would give the wrong reading to your engine management and make the engine run rough
