my sister has 3 tortoises and one of them is crying. It's not injured (it has no visible injuries). It's around 5-6 years old.
What could be the reason for it to be crying?

there are no tears, just it sounds like crying

Crying sounds may be the beginnings of a respiratory illness. Tortoises often vocalize at certain times- fighting, courtship, mating and egg-laying- but those are usually grunts, chirps, etc.
A wheezing, whiny noise is a sign of a breathing difficulty usually. Tortoises are subject to respiratory illness that they either develop from care problems or from contact with humans with colds.
The care issues we would worry about include too low of temps, poor lighting (no ultraviolet lighting), small pens, excess dust (dusty substrates), too wet or dry air/wrong humidity, stress, etc.
You don't tell us anything abiout the species or enclosures, so I can't offer specific advice, but yuo can try these sites for more ideas:

Possible eye infection. it isn't crying. it may also be a natural thing that has nothing to do with an infection. take it to a vet.
Why don't people just take their animals to a vet when something is wrong?

take them to a veterinarian. they sound like they're suffering from eye infection and apparently its contagious as it has spread from one tortoise to the other. please seek medical attention!
