video card may not be in all the way... what you are hearing is a beep error code... if i am right you are hearing is one long beep. and two short beeps, that means videocard failure...restart computer couple times. also check to see if your computers memory is seated properly.
good luck, i have had this problems many time while changing videocards also clear the cmos, there is a jumper on the motherboard for that labeled clr cmos

Most likely you have to perform a reinstallation - however the beeps can give a clue as to what is wrong - check you try searching for POST BEEP CODES to find out what your beeps indicate. Make sure you check the codes for your BIOS (like: ami or award)

that sounds like more than just a removed driver problem... it sounds like a connection problem. try reseating the card. if that doesn't work, the card may be damaged in some way.

my best guess is to remove it so your computer thinks that it never had one (as if you are building your own computer)
replace it, making sure it is all in, and it should work
if not, call your graphic's card's company
like ATI, eVGA, XFX, etc.
