This is Murphy's inverse law of Parking. First discovered in 1986.
It states 'The bigger the universe gets the more likelihood you will find the parking spot full' This was later discovered as only part of the law with 'or with an increased likelihood of coming across the "reserved" phenomenon' being added by Dr Peas T. Off in 1991...

It's all relative.
The coefficient of expansion of the universe, is less than that of the number of cars. To allow for this the universe needs to expand faster than the number of cars, limited by the effects of loss of land.
To get an absolute value you will need to divide your co-efficient of expansion of cars by the loss of land due to clikmate change and multiply by the forcasted population increase for the year 2031!.
It's all rubbish of course, so walk to work and get fit and healthy!

If it's like the car parks round my way, they're either building houses, flats or shops on them. Other answers are cos all parking spaces have "permit parking only" signs on them.

Because we are too nice and keep letting more and more Foreigners in to our country!! I don't mean to sound harsh but it's kinda true. That and they keep coming up with new makes of car to put on the road, and bigger ones at that, cuz woman keep popping out those babies, so there's more need for people carriers and some people just aren't satisfied with one car x
