To begin with try something like frontpage, it is an editor very much like word with the same functionality as word. This then produces a web page easily.
However, I don't like it, not because it is Microsoft, but because the coding is a mess when you try to edit it by hand. This is purely because I started by hardcoding, I bought HTML for Dummies and this really helped, now I use dreamweaver which is quite nice, but also geeky.
But as a beginner, try frontpage, it will also sort out where your images go and keep it all in order.
Once you have designed your page, then comes the headache of hosting. So good luck!
Most important, don't stress over doing it, enjoy it and don't be afraid to play and have a laugh.

Using Word is not like designing a website at all.
However designing a site is easy to begin to learn and there is a wealth of information on the internet that will enable you to do it. I recommend you do a search for terms such as:
CSS
Semantic HTML
Standards based Web Design
Do a bit of reading to gain a grasp of the basics of what is involved.
Also you may want to visit some "CSS Showcase" websites which are basically big lists of well designed sites. On these sites make sure to "View Source" to see the bare bones of how it is built.

Have you seen the 'for Dummies' manuals? They're written in plain English and use a step by step process to teach you about computers. There's Windows XP for dummies, computers, html, css and web design.
There may also be a basic course at a local college. Its easier to start off learning basic html, then moving on from there.
And you dont need any special software either; you can use Notepad and your web browser.
creating web pages for dummies - isbn 0-7645-4345-8
html 4 for dummies - isbn 0-7645-1996-6
css for dummies - isbn 0-7645-8425-1
You may be able to pick these up second hand. The advantage of learning to hand code in Notepad is that if you get into it all and move on to an editor such as Frontpage or Dreamweaver, you'll find they insert unnecessary code, or get glitch; you can put it right yourself.

Word has web capabilities, but it wasn't designed for that purpose - the web element was more of an afterthought. I would recommend Dreamweaver for WYSIWYG web design.
Is it difficult? Well, no, it's pretty easy in general but it depends of several factors - how good you are at design, how complicated a site you try to make, what software you use... so there is not straight answer to your original question.

it's relatively simple to build a basic website using the website providers sitebuilding software eg geocities, it is more difficult to wrtie pages in HTML to design a better website so ifyou want basic it's easy if you want a complex all singing and dancing site it's harder, so get a basic webpage together then try and learn the more complex bits that involve HTML programing to make the site better

No... It's not so difficult as it seems, but it's a bit tedious though... If you plan to make simple ones, then you'll do fine..
yes, start with simple ones, you can always learn from tutorials, as I have... then just work your way up until you can fully design a website yourself! lol.
I suggest you try this site... [http://www.nuthinbutnet.net]

Design your page in MSWord.
Save it 'as web page' with name 'index.html'
Register yourself at yahoo geocities.
It will help/guide you in uploading your pages.
I suggest you learn a bit of HTML.
Web designing is very easy.
You just need to start.
