I used to be able to instant chat with contacts through hotmail without having to use messenger. (I'm in work and cannot use messenger)

Try Gmail - google mail - it has an instant messenger within the mail.
Not an answer to your actual question but perhaps an answer to the underlying problem?

you can still use it you just have to sign in once again after u go into your emails or a better way to do it is to get a gmail address and then you can chat while u are checking your emails without having to dl anything

I think it was discontinued because it wasnt secure and people were abusing it.
