Well, for me it's because on the outside of the house I stare up at them and go "Oh no".. and on the inside, I have to step up anyway because the only bathroom is upstairs. /joke
Actually. I think it's not the location of the stairs/steps, because I've heard of them outside "the steps".. I think what it is, is that if it's more than 5 steps, it's called stairs.

Good question. Could it be that we use the expressions 'to step outside' and 'walking up the stairs'? I suppose we step out onto things and walk up the stairs..... However, we could say walk down the stairs...... Anyway, point I'm trying to make is that anything we have to use a downward force onto is a step (hence moving from inside to out) and anything we extert a force onto to lift up is a stairs..... Actually, that's rubbish........ I don't know the answer.... HELP!
