Thats really cute!!! You can do the big cardbord roll, but I would get wrapping paper and cover the jar in it and then use markers to make it look like a jelly jar. You can find this all at Hobby Lobby this time of year, and for straps use old nylon tie downs and staple them on the cardboard. Have fun!
And tell you daughter and her friend that their idea is one of the most creative I have heard in a while!
P.S Add black tights and a grey t-shirt and she should be all ready!

Make a big cylinder of cardboard (so it looks like a humongous toilet paper tube), and add straps on the inside going from one side to the other to put on her shoulders and cut armholes in the sides. Then, the outside can be painted to resemble a jelly jar. For a finishing touch, use a (clean and preferably new!) metal trash can lid (without the handle if you can get it off) for the jelly jar lid. You can poke holes with a hammer and nails and thread a string or ribbon through.
Alternatively, if you mean jelly in the British sense (as in Jello for Amercians), I'll have to think about that one and do an edit!

Make a wire coat hanger structure. Make sure there are no sharp points. You can make a jelly shaped skirt and she can wear plain top to compliment.

mmmm nice choice for hallow'en!! very original if nothing else . i'd use balloons carefully sewn onto an old sheet, u could use a plastic/metal hoop (coat hangers or net curtain rail) at the bottem to create the shape. Good luck
