How will i know if tuning files are good or bad?

Question

i have the hardware and files for tuning different models etc, but all teh files i find companies offering with TUV certification etc and the like are very pricey. Would not the ones on ebay etc be similar even?

EBay ones probably are just as good, but they are "second hand." This should not matter for tuning files though...
