Word will 'save as' html; so I guess Publisher also has that option.
You can ftp (file transfer protocol - upload to your webspace) using Internet Explorer.
Someone posted a Q about this very recently, try searching for ftp in the questions search, I'll also have a look.

Providing Publisher has saved the file as a web page and it's called index.html then no. Well, you can use a FTP piece of software but some sites have their own upload software where you can just browse for the files and upload straight from the PC.

Good luck.

Publisher should have the facility to create and save oages as a website. You will then need an ftp facility to upload to your web space.
Your provider should have told you the access information.
