For a browser (Firefox only) there are accelerators. You can also use Google Web accelerator (but i dont think it make much of a difference).
For download use a download manager like FlashGet.

If it is ADSL pay more money or move closer to the telephone exchange.ADSL is useless more than 4 kms from the exchange.

Get comcast, mine runs in excess of 8 megs regularly, though they only state 6 megs,, goto speakeasy.com to test yours.
