When I make some sudden loud noises towards the terrapin, it does not even look up, which means it does not show response.

All turtles are functionally deaf.

Oddly, they have the structures for hearing, but do not ever seem to respond to noises. Obviously, they respond to vibrations they pick up through their skin and shell, but not to noise itself.

Since turtles do not use vocalizations for warnings or to convey info, this actually makes sense. In the wild, few of their enemies could be detected by sound anyway.

Chances are your terrapin has become use to these noises. I know in the wild, all turtles and tortoises are responsive to noise. i think its more the vibration that spookes them than the actual noise.

Alot of small turtles in pet stores won't respond to noises, yet in the wild, you can be sneaking close to a creek, and the least noise will spoke them.

I would say your terapin is use to hearing noises, and ignores them now.

what is a terrapin? I know what a min pin is.
