Go to Sounds and Multimedia in Control Panel. In the Sounds tab, in the Sound Events section scroll to the section called windows explorer and click on the sound event start navigation and select the sound file start.wav. this should give the click sound. use the sound events to configure it for any other sound you want. select the event and select a corresponding sound. you also use your own custom sounds if you want.

I remember in older versions of windows ie Windows 98 the themes that you install would allow you to do that.

For windows xp, go into the sounds and audio devices icon in the control panel and click the SOUNDS tab (second one) and in the list you can scroll down and modify/change any sounds that you want partatining to the action that you want.

Hope this helps.
