Hate to say it, but he is.
Once a dog attacks a human, any court will seize the dog aan put it down themselves. If you resist they will even go as far as jailing the owner.
Once a dog hurts a human it is considered a "dangerous weapon" and must be put down.
Since you openly admit its the 2nd time and the fact this child, remind you....CHILD...not brat, etc...a child doesn't understand what you or I understand....has 20 stitches.....be shocked that the doctor didn't report you to the police and SPCA to have the dog picked up already.
Hide the dog and they will jail or fine you daily till you give him up. This is why you never have a vicious breed in or around many people and or you do a lot of training on them from birth.
Good buddy lost both his prize Shar Pei's cause they devoured a neighbors cat and then attacked the lady.

You are right. It totally was your brother's fault for letting the dog out and then not watching your nephew. Dogs and young children should never be left together unsupervised. Again your brother's fault. Kick your stupid brother to the curb. What right does he have to tell you to kill your dog when the dog lives in your house and he (your brother) is only a freeloading guest? But I would get the dog some training so you can avoid a situation like this in the future.

DOgs still retain their animal instincts of hunting and killing. As a dog owner, you should be able to take that responsibility into full view. I have a dog too and i am well aware of that. Dogs are not 100% controllable. I don't know what your nephew did but sometimes it's humans fault as well. IF your nephew was a baby, I remember doing nasty things as child without any consequences... a baby child will not know what is right and wrong so you can't blame a dog if he or she got their tail yanked really hard. If it's a teenager to adult, then they should have known that dogs have their animal instincts inside them.
It could be the dog too. I don't know anything about what type of dog you have and how it is raised up.
Plus there are way too many variables to explore before any judgement is given. I don't know what really happened but the fact that a dog bit someone is not adequate enough to conclude anything. DOn't blame the dog without proper evidence evaluation. I have a dog too. He is very cute but i still have the bite mark on my foot to this day. I don't want to kill him. He gives you unconditional love and friendship.
Solution:
get a dog trainer because something is obviously wrong with your dog. It could be the way he is raised up. but do get professional advise on what you need to do about your dog. DOn't kill the dog. The RSPCA will get behind your butt so fast it's not funny..
Edit:
get advise before you silence your dog. If you kill the dog without any vet, then the RSPCA will get to you.

It is very difficult situation. You love your dog & your brother loves his child. However the dog has caused severe damage to a young child requiriing 20 stiches.
In Australia in similar cases the dog responsible for the atack has to be destroyed as it represents a danger to society & volnurable children.
I love dogs & have one at home myself. I also have kid & would do anything posible to protect her.
Perhaps is the best to kindly ask your brother to move out of your house. Offer him to pay all medical bills associated with theating child's injuries. Alternatevely you must take the case to courts & a total stranger will decide your fate.
Good luck!

Well, your brother is upset. When you have a child, pets and other things seem really, really secondary.(inferior) You both need to cool off. Is he still staying with you? Ask him to leave. Tell him, its not going to matter whether you kill ralph now or not, it wont undo what has happened. keep th dog away from kids (and other dogs?) for the rest of its life!
