always make sure the velcro straps are in the back and run around the waist and connect in the front,, if you have leakage you are either using a cheap diaper or a diaper too big,, try just one pack of a better brand and maybe one size smaller,,,,

The "frills" as you call them, are the leak barriers that are supposed to help hold her pooh in when she messes her diaper. If it's leaking out, then the chances are that the diaper is too small and you should switch to a larger size, maybe one or two sizes bigger depending on how much she has grown since you started using the size she is wearing now.
It sounds like you are using them right, I mean you spread out the leak barrier, you put the wider end under her and the smaller end you bring up between her legs, take the sides and bring them to the front and tape them in place. You need to make sure they are snug but not too tight. You should be able to easily get two fingers between her tummy and the waist band.

You need to go to the grocery store and check out what kinds of diapers are sold there...Take a good look at each package and see about how the sides will cling to the child. Choose the ones that have elastic. no frills.
years ago (of course in cooler climates) a child would wear a diaper and a plastic underwear on top that had elasticised legs. Now there are diapers that are more absorbent which have the elasticised legs.

Are you sure it's not time to switch to a bigger size? I've only had a problem with them leaking if they are getting too small. You can't always go by what the baby's weight is. My son is only 24 pounds and has to wear size 5 because the size 4, which are supposed to go up to 37 pounds were getting too tight on him.

Try a different brand. My son wore pampers without incident until he moved to size 2. Then we had leaks. Now in Huggies size four and no problems

Because every baby is different not every brand will feet every baby. I would suggest buying a small bag of a different brand and seeing if that helps.
