An organization with a lot of heart and focus on people and character would be the Pittsburgh Steelers. When they draft players they look at a players character first then examine the athlete. They are more about the team than individual stats. I guess this wouldn't fit your question since this formula has kept them among the top teams over the years.
So to answer your question, no one has mentioned Jacksonville Jags yet. This team fits as a small market team striving to make the big time. Everyone seems to overlook them. They have potential to move up this year.

Well the NFL has a salary cap which kind of works so most of the teams are pretty similar in salaries and because of the draft even most bad teams have some big hot shot player. the NFL teams change most of the players around so frequently that it's hard to really know who will be good in a few years let alone "tommorow" If you want some lovable losers the Browns are a good choice, maybe the 49ers the Packers are always fun to root for and they are pretty bad right now.

There are several...of course the Saints are in a constant battle with the state of LA..and of course after the devastation of Katrina........also the Cleveland Browns and Arizona Cardinals can use more fans. I wouldn't go with the Raiders as suggested in another post because the owner Al Davis is about the only thing holding that team back. The have the fans for sure, probably the most die hard fans in the league, they just have a owner who has not progressed with the times.
I would also ignore the college football suggestions. While College is fun and entertaining, that's about all it is. Its a league where schools can dictate who they play and where they play. They can pay smaller schools to come in so they can kick their a**es and think they are good.......and you don't believe me, look it up.....that's my little rant about college.
I have to add that Wrecker is way off in regards to the NFL. I'm ok with his comments towards MLB, but the NFL has a salary cap and all owners spend about the same because of that.

If you want a team that is about being a team look at teams like the Steelers and Packers. Although the Packers aren't what they used to be so not sure I would mention them anymore.

In the NFL as in MLB, there is such a thing called profit-sharing, K?
Take, for instance, the New York Yankees in MLB; they rake in about a billion dollars a year, and they spend about three hundred million on their players. Yet, they break even. HOW IS THAT POSSIBLE? A little thing called profit-sharing!!! So the Yankees are basically PAYING the players of ALOT of other MLB teams!!!!!!!! The Yankees owner George Steinbrenner is very rich, and doesn't rely on team income for his personal income. Some other team owners are also very well-to-do, and yet they are EXTREMELY reluctant to pay players alot. So they POCKET the profit-sharing!!!!!!!
The EXACT same thing is happening in the NFL with some teams, K?
Therefore, don't judge a team's owner by the size of his wallet, and don't judge a team's heart by the lack of their payroll!!! Because that would just demonstrate your total ignorance about professional sporting teams, and their owners!!!!

If you want to support football that has real spirit and loyalty, stick with college football. Those players may be interested in getting drafted but they still play with real school spirit and they are loyal to their schools for life.
