"Hello mate" is actually used when the dialogue is a conversation, but you are writing it down.
'Hello mate' is used when you are describing it. E.g. An essay

depends who the person is who u are talking to really i suppose,if its a friend then "alright mate" is fine...but if its some 1 u dont really know then i suppose,"hello there" will be ok ....

ooh thats a hard one but i think id have to go with "hello mate" because if you accidentaly said it to the wrong person you could pretend it was someone else.
