It was developped for practical purposes and used to count in business and agriculture

I dont know, but almost as everything else, it goes back to ancient Greeks - to 400-500 BC.

Counting animals and measuring were important, counting for knowledge of quantities and measuring for knowing how much. how long etc especially in activities such as bartering.
