Oh no, that only protects from pregnancy. The only way you can be protected from STD's and HIV would be abstinance. Other than that - the next safest option is to have both you and your partner tested for both HIV and STD's. If both of you come out clean - then you can feel fairly safe if you remain in a monogamous relationship. Which means - you only have sex with that partner. Never have unprotected sex with someone who hasn't been tested. When it is said "unprotected" it means without a condom. Condoms are probably the best way to protect from spreading STD's and HIV. But they are also not a 100% - you can still pick up something.

Yes if you are using it alone, meaning by yourself. Other then that, you are at risk for warts, herpes, HIV, syphilis, gonorrhea, chlamydia, and other things you need to ask a health professional about. Always use a condom whenever you have sex, but things like warts and herpes usually live on the outside of the area that condoms can't protect you from. So be careful.
