The situation was so convincing that a person could have sworn that what was apparent was the truth, but actually it was not so !
We can consider an extreme situation to cite as an example.... Suppose just two persons are living together on an isolated island, not visited by anyone else for years, and suddenly both discover that there was indeed a visitor who had taken away the food they had kept for both of them, then each would say " I could have sworn that the other fellow ate that food, in my absence, without telling me !". No way to imagine that there could have been a third new person to do such a thing, but for the 'chance' discovery of the presence of that third person !

I could have sworn means that you thought you where certain at the time but now your not so sure.

eg. I could of sworn she was driving a black car - then later you think, maybe it could of been dark blue etc, your not 100% sure.

It means I'm very sure but it's said when you apparently turned out to be wrong. I could have sworn I returned my library books. (said after receiving late notice)

People used to swear oaths to attest to the truthfulness of something. That was back in the day when honor was not "quaint".

So "I could have sworn" literally means "I would have taken an oath that..."

It means I was almost sure it was going to be.

I could have sworn that after drinking water I wouldn't be thirsty.

it means that i was sure that... for example "i could have sworn that you said take out the garbage tomorrow"

It meas that you were cetain of an event, and you "woould have sworn(taken an oath) that it was true.

' I could have sworn i remembered to bring my wallet"

I was certain/ sure, could have committed myself, I really believed it, as in the very good example of the library book.
