Because of bureaucratic red tape. Straight to the point -the leader will shorten the process.

The question needs further elaboration, however if u mean why people approaches leaders of ruling parties then the answer is simple that they want short cuts to find the job which is not appreciable at all because the right of others deserving peoples is snatched away but this world is full of discrimination. In America the jobs to the party men by the rilling parties is now common thing and nobody cares for that.

The people, who go to leaders, can reply better.
Perhaps, they are afraid to approach them, many times the officers are duff (hard to listen). The leaders are authorised to shout & abuse.
