Make sure that she always knows that you love her. Sit her down for a second and tell her why you love her, what are the things about her that makes her great. Then make sure she knows that whatever happens in life, no matter how many times you fight, you will always be there for her, through thick and thin. This was such a wonderful question, I wish you the best of luck

Well, share a common bond.
My brother and I don't get a long and we are peaceful on a common ground...like at my Mom's house. WE call a truce and don't event talk back in a negative tone.
No one knows you better that a sibling, so they think. So surprise them with something just from you, that shows you are watching them.
I would recommend a throw blanket, "Love you Big Sis"
graduation date, birthday, whatever...that will be something that is "common" and it will be a physical reminder that above all else you love her. You may not like her all the time, yet you love her.
Christmas is just around the corner, Cherished Things or Things Remembered is the store in the mall....try it.. It really worked in my family. I gave each of my parents one and its a real WINNER.
I know its corny...yet so is telling your sister you love her too. right.

If she's older... ask for a bit of advice (about clothes, make up, guys whatever. Seniors in high school LOVE it when people think they know what they are talking about).
Also... realize that h.s. years suck for most people... people grow up after h.s.... so be around, but don't push a lovey dovey relationship... if it's meant to happen, it will happen later rather than sooner.

If she is kind of ignoring you when you really try to talk with her, write a letter to her and leave it on her bed, tell her what is in your heart that you love her and you are going to really miss her when she graduates and that you want to be her friend instead of the pesty little sister. I wish you all the best, and you are being very mature with your thoughts. =)
