Is it not possible to ask him to hurry up or ask him why he takes so long? If he disrupts a game then he should be kicked out. Also, maybe he is watching it on TV too much and is looking at the players and how long it takes them to play a card. Unlucky though with that problem!

put him on your no-play/do not match list or whatever. that'll save you trouble
