The question is basically "Explain how europe became a source of international migrants between 1800-2000"
so they want to know what happened in europe to turn it into a base for people to migrate to countries all around the world

as for me, i understand it this way.
something happen in Europe..obviously positive...development.
what is inside the story in europe in that period that resulted in the
worlwide or global opening of europe to other nationals to come there... in this period between 1800-2000......
