this person that i know has done his repeat offending four times, I his pal and wonder what to do?

You mean as in breaking the law? I'm if he's been caught 4 times, he's done a lot more. He's chosen his path. Stay away from unless he does something to prove he's changed. I know it's hard, I've been through this too. You don't help him by still being his pal, and you don't help yourself either.
