Absolutely not! He inherited a really bad team in a really bad mess and it will take him a couple years to turn it back around. Al Davis rehired him because he realized it was a mistake when he fired him. They use to be a good team under Art, and gradually deterioriated after his firing over the years. Give him a year or two and they will be back.
PS: I'm not a Raiders fan but view things very objectively.

Nope...its the team that hasn't caught up to the Art Shell system, they have a crappy quarterback in Aaron Brooks who is has proven he is not a winning NFL QB (look at the Saints) they have NO running game lamont jordan is overrated he is a bruiser type back he is not someone like reggie bush who has explosive speed, and any real football player & true fan knows that a football team is only as good as their offensive line, case and point Colts, Chargers, Pats, Eagles. The raiders on the other hand don't have a strong offensive line they drafted Robert Gallery 2nd overall a few years back and I think he will turn out to be a good linemen but he need 4 other guys alongside with him that won't quit and he doesn't have that right now. They must also improve their defense guys like Warren Sapp and Ted Washington who were good in their day but are now past their prime are not the answer they must look for young talent. What they need to do is to sit all they crybabies on the team down for the year deactivate Randy Moss and Jerry Porter let some of the young receivers make a name for themselves, stick with Andrew Walter for the rest of the way, the guy was good in college lets see if he is as advertised. but if anyone can bring back the honor to the silver and black and make the raiders a force again it will be Art Shell.
