what is the difference between the Location on mode vs. E911 only modes?

The E911 mode only activates the GPS location ability when you make a 911 call (which puts the phone into emergency mode) so that properly equipped 911 centers can instantly locate you in case they need to send the police, paramedics, fire dept etc.

The location mode is used for LBS (location based services) such as the previously mentioned VZNavigator.

turn location off unless you use vznavigator.
