The "Tools" menu of Excel does not *have* a "General" item. However, it has an item named "Options". If you select that, a dialog will appear - and that dialog has a *tab* named "General".

However, this isn't what you need, if you want to save a file with a password. In order to do the latter, you should proceed as follows:

Select File/SaveAs from the menu. A dialog will appear, allowing you to select the file name. This dialog has a button named "Options". Click it. A new dialog (called "Save Options") will appear. Enter the password in the field labeled "Password to open" and click on the OK button. You'll be asked to confirm (re-type) the password and will be taken back to the "Save As" dialog. Just save the file as usual - it will have a password now.

Be advised, though, that the security provided by Excel's passwords isn't very high. There are programs that allow the attacker to break it.
