our neighbor's dog barks all night long, and it's keeping us awake. is there any legal remedy?

Barking of dogs is a public nuisance which can be suppressed under the Civil Laws. Thus, you can file a complaint to the court for your neighbor to solve how they could silence their dogs. Maybe, giving them food regularly or knowing the cause of barking and find solutions to it.

If you happen to be a neighbor who is thoughtless enough to let the dog bark then you need the law to teach you a lesson. 1. Ear plugs ... they work really well.
2. Install dual (or triple) pane windows ... they really cut sound.
3. Install a better wall to block sound ... masonry is best.
4. Get a white noise machine for your bedroom.
5. Buy the dog from the neighbors and give it away ... far away.
6. Keep tossing chicken nuggets over the fence until the dog falls asleep, stuffed. (hot dogs work, too.)
7. Obtain a peacock ... you should hear them SCREAM!
8. Ditto, a rooster. Cock-a-doodle doo.
10. Offer to get rid of your birds if they get rid of their doggie.

My sis-in-law has been having the same problem. She called the township and they told her that people have to obey the noise ordinance whether they are inside or outside. They cannot have a dog barking outside for longer than 15 minutes and it can't bark for extended periods after 10pm.
You should call your township and find out your codes. If they are violating them, you go down to the township building and file a complaint. After that, whenever the dog keeps you up, you can call the cops and they will be fined. Also, if they are renters, their landlord will be fined as well as them! (but that's our code, maybe yours is different)

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.

It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

Yep, call the cops. They can call it "disturbing the peace" or "an nuisence animal". Either way, the cops go over and ask them to control their dog. If they don't, you call the cops back. After a few trips out, the officers bring Animal Control with them.
