What makes comics valuable, you mean? Most anything is collectible...
I think at the root it is a nostalgia factor - people tend to look back fondly on their childhood and all of the things they had then that brought them happiness. Comic books are that thing for several generations of people.
Comic books are valued based on different factors. Is it the first issue of a popular line? The first appearance of a particular character? Does it feature a particular writer/artist? What is the condition of the book now? There is a whole industry devoted to the preservation of comic books, and companies who judge the condition of books and apply a grade. A mint copy of a comic book does not happen as often as you might think.
There is also the art of these very iconic characters presented within the pages. Superman, Spiderman, The Hulk, etc. are all very much in the folklore of American pop culture and instantly recognizable worldwide. Comic book panels are art, and a fairly cheap and accessible form of diversion.

Although comic books are popular, they are also not. The kind of person who values comic books is a collector minded individual who sees rarity in what can be mass produced over and over again but is not. The artists are highly under-rated despite extremely technical and detailed visions, but the writers themselves are some of the best story tellers in the world. In comic books, you not only get to see a story evolve, it is based in a world outside our own. For those of us who are loners by nature, this is our realm of role-playing as well.

Every person is different. What you might value at millions of dollars, be it a Picasso or an issue of x-men, I may look at it as a piece of crap that I'd never pay more than 2 cents for. Only to use it as replacement toilet tissue.
It's personal, personal, personal. I like a few comic books.. and I could conceivably pay a bit more for a rare backissue, in case I wanted to read the whole story if I missed that one. But, first editions and all that - who cares? After we die, what's it really worth to us? Nothing. All we live for are experiences. Personally, I'd never pay for something that didn't give me experience.
