True, a persuasive essay has to take one side or the other.
Any controversial issue will provide you will plenty of material. Death penalty, war in Iraq, abortion, affirmative action (probably not as controversial as the other ones I've mentioned so far), legalization of marijuana, etc.
Less controversial issues that not everyone in the class will think of: electronic voting system, public television/radio censorship, school uniforms (as you mentioned), needs for certain penalties for certain crimes, or unfairness of current penalties for current crimes as compared to other penalties and crimes ... sorry, running out of ideas. That ought to help get you started, though.

This has fallen off the national radar, but still can have political and social ramifications - affirmative action. I think it's going to be a hot topic again in 2008, and the biggest impact of affirmative action is in education. Learn about, decide what you believe, find someone with a differing (intelligent) opinion, and prove them wrong.

How about "Why the proposed new, wonderful, multi-media Main Library should NOT be located downtown." (It needs 1 square foot of land area per person in the population, and 600 parking spaces minimum. The existing branch library downtown is pretty new, anyway not old, and is under-used.)

I'd pick something like abortion, gay marriage, legalization of marijuana, students and right to privacy (i.e. the searching of lockers, etc.), you might also do a persuasive essay about censorship and the media. Be sure to clearly choose one side or another. I tell my h.s. students to consider the opposition, then tear it apart!

Uniforms don't mean much on this flight..what else lurks in the national security agenda........
