It is liquid. In older thermometers you could see it actually rising, as the temperature increased to body temp. But even at room temperature it is liquid. It's a very weird substance but poisonous.

I will say liquid cuz in a thermometer it can move. when the mercury escapes from a thermometer it turns into a ball shape
(my observences when I was a kid & broke a thermometer) ;o)

I would say that it depends on the pressure.

At atmospheric pressure it is a liquid @ room temp.
