How many miles? If its an older car, the emmissions control device may be clogged. There is a name for that device, but I can't come up with it!

The device is called a catilyltic converter.

There are many possible causes for petrol engined vehicles but most would be easily indentified by your Toyota dealer. However if the car is usually only run around town / city it quite likely to be nothing more than 'plug foul' e.g. the spark plugs are in need of change or clean. If the engine loses revs during the 'lag' period then its likely to be fuel starvation, start with replacing the fuel filter. But the best advice is seek professional help, go see the dealer for a diagnostic check .. it will be cheaper in the long run.
