SEOUL, South Korea -- North Korean leader Kim Jong Il expressed regret about his country's nuclear test to a Chinese delegation and said Pyongyang would return to international nuclear talks if Washington backs off a campaign to financially isolate the country, a South Korean newspaper reported Friday.

"If the U.S. makes a concession to some degree, we will also make a concession to some degree, whether it be bilateral talks or six-party talks," Kim was quoted as telling a Chinese envoy, the mass-circulation Chosun Ilbo reported, citing a diplomatic source in China.

Kim told the Chinese delegation that "he is sorry about the nuclear test," the newspaper reported.

The delegation led by State Councilor Tang Jiaxuan met Kim on Thursday and returned to Beijing later that day - ahead of U.S. Secretary of State Condoleezza Rice's arrival in the Chinese capital Friday. China is viewed as a key nation in efforts to persuade the North to disarm, as it is the isolated communist nation's main trading partner.

Sounds like he learned a trick from Saddam's playbook. Maybe he can screw around with the U.N. for 13 years also.

Don't believe a word of what N Korea puts out. It is the UN that has scared them very much. They were sure the UN would not come together as it did and place such sanctions on them.

China is their life line. If the bridge between the nations is closed then N Korea will starve to death.

Also if China stops the aid to N Korea there will be a mass of people crossing into China. It is still rather easy to cross the river to China. China is in the process of building a massive fence along their side of the river.

The USA has given in to N Korea for over 25 years. N Korea just continues to dare the USA and the world. Now the USA and the UN have dissuaded enough is enough and there has to be something done.

China is what keeps N Korea from totally collapsing and they know that. Make China angry and the nation will absolutely collapse and starve.

The test has done the opposite of what they thought it would so now they have to change their tactics to get what they want.

Did you know that N Korea is where most of the counterfeit US money comes from. They are very good at it. Yes this is a fact.

I think maybe he does but feel he had no choice in the matter. Put yourself in his place hypothetically and see how you would feel when the President of the United States calls him and other countries such as Iraq the "Axis of Evil." Shortly after wards he actually has the military attack Iraq and is now still bogged down with no letup in sight. I think he wanted to protect his country just like the President says he wants to protect America. The president should be the leader that he is supposed to be and actually try some dialog instead of being stubborn and resisting a call for a meeting and possible truce before the fireworks began.......

China doesn't want to rock the boat with the USA - too much money involved. The Chinese economy is growing at a furious pace. They applied pressure to Kim whatever and Kim backed down. Good. We'll see if Bush follows through on a positive step.

I read this on The Drudge Report and I think China is putting pressure on North Korea to SAY the right things to get us off their backs. N. Korea is the puppet, and China is the puppet master.

I dont trust the report.

What reason would he have to feel regret? He uses heavy handed tactics and manipulation as diplomacy. N Korea wants to be recognized as a world power in spite of the fact that it cant even feed its own people.
