I remember when Yahoo! Photos use to have charcoal, color schemes (solarize, etc) and stuff. But they don't have it anymore. So i've been wanting to add some look to some really good pics i have. Does anyone know any websites/programs I can use/download for free? If their aren't any ...does anyone know any programs that are good and cheap that I can buy at Circuit City or Best Buy? THINK FREE! THOUGH :D

Please list links that have more effects than black and white, and other simple effects to choose from. I want to add animations, writing, glitter, etc. COOL STUFF!

Adobe Photo shop is good and does all you mentioned and is easy to use .I have version 4 and it would be good for a beginner as I am myself . You can really do alot of cool stuff with it . I'm sure it's available at best buy and likely circuit city. It's possible you may find a down loadable copy at morpheus or bear share and lime wire.

there are many you can use and try at www.download.com. I recommend Irfanview for simple effects.
