Yahoo isn't allowing anyone to create "user chat rooms" for a while until they fix the problems they had with them. I think they will be available again soon.
It almost sounds like you want a group though. Just go to Yahoo Groups and you can make a group there.
There is an Ojibwe language group on Yahoo if you are interested in that at http://groups.yahoo.com/group/ojibwelanguagesocietymiinawaa
In the "links" section there you can find many other Ojibwe sites.
